In case the asset withheld pursuant to Section 18 found that it was not obtained by committing an offence under this Act, the Department
if case has not been filed, or the court hearing the case if the case has been filed, shall order to release such assets to the entity withholding such assets and the
entity shall release such assets if such order is made.
